Contract Scope

Vale Newfoundland and Labrador Limited (VNL) has implemented Marine Environmental Effects Monitoring (EEM) Programs associated with its Mine and Concentrator operation in Labrador in accordance with its EEM Plan (monitoring commitments outlined in the Environmental Impact Statement) and monitoring requirements under the Metal Mining Effluent Regulations (MMER).  Monitoring targets in the marine environment are water quality, sediment quality, fish and benthic macro invertebrates.

This Request for Proposal (RFP) describes the scope of work that a consultant would undertake to address both the marine Follow-up EEM program and the MMER EEM program from 2018 to 2022.  Synergies exist between both programs and will be referenced throughout the RFP.

The consultant’s proposal will clearly identify the proposed study design and methodology and the schedule to conduct both EEM programs (Follow-up and MMER).  Relevant experience and expertise of all study members must be provided.The proposal will also identify local aboriginal involvement in the program.

2.0       Scope of Work

2.1       Follow-up Marine EEM Program

For this RFP, monitoring targets selected for the environmental effects monitoring (follow-up program) in the marine environment are:

  • Benthic invertebrate community survey

  • Blue mussels (Mytilus edulis);

  • Sediment quality; and

  • Water quality;


    Each monitoring target is described in a separate section, with the description addressing the level of monitoring to apply to the affected parameters. A summary of the EEM program schedule for 2018 to 2022 is provided in
    Table 2.1.
